When Jacqueline Shaw arrived in Kuwait in 1999, she quickly noticed a gap in the academic support available to students. Families seeking help for their children had few options beyond newspaper advertisements for private home tutors. There were no structured learning centers offering professional academic support, measurable progress, or consistent teaching standards.

Shaw believed students deserved far more than informal tutoring arrangements. Academic support should be structured, accountable, and delivered in a professional learning environment.

To address this gap, she established the Oxford Learning Center franchise in Kuwait and introduced a new model for academic support. Instead of isolated tutoring sessions in private homes, students could attend a dedicated learning center designed around structured programs, individualized learning plans, and measurable academic progress.

The center quickly gained the trust of families who were looking for serious academic improvement for their children. Students strengthened their skills in mathematics, reading, writing, and study strategies while also gaining the confidence and independence necessary to succeed in school.

The Oxford Learning Center became known for delivering real academic results and introduced a new level of professionalism and accountability to academic support services in Kuwait.
